Zone 9b, with a Zoysia lawn, and it’s been cold recently.
Clumpy grass has started growing in an area where generator heat killed the Zoysia during the summer. What type of grass is this, what should I use to kill it, and at what temperature should I treat it?

No it is not safe for centipede or st. Augustine. Monument herbicide is a better choice and they offer packs for treating 1000 square feet
The way it grows suggests this is poa annua, the best method to control it is by using a strong pre-emergent treatment. This weed becomes hard and costly to control once it has started growing, so it’s better to strengthen your lawn during the growing season
This is poa, and I have found that hand pulling and careful use of glyphosate works best for me. I have a Bermuda lawn, so it recovers quickly after winter. That may not be an option for you. There are expensive herbicides available, but I would honestly just hand pull and then be sure to apply pre-emergent in the fall to stop them from coming back.
I did hand pulling and applied pre-emergent back in November. Last year my lawn was covered in poa, but now it’s almost gone
In North Alabama, with Bermuda and zoysia, I’ve found success with poa by using Negate herbicide. It is much cheaper than Revolver, which I have used too. Nothing beats a pre-emergent applied at the right time
